My best guess would be ...volume.

Looking at Canadian trading for NOT.V we have a volume sofar today of 17,785 and a 3 month average of 77,023.

NOSF by way of contrast is 0 volume today (does not appear to have traded since May 28th) and a 3 month volume of 4,194.

I guess you actually need buyers to move a stock!!
