Paul Semple noted to me some 18-24 months ago that "pre-permits could be used to "early start" road/ramp building and enable use of winter roads for movement of eg materials to preserve the integrity of the FS timelines. Three winters are needed to keep the FS timelines on track as per the current FS. Could be one of a number forthcoming "pre-permits". IMO Peter
