But How?

I contend that the Cliffs' N/S road is like the Noront pipe, alternative of last resort.
I say that no N/S road is needed and IF it were to occur as a substitute for the rail way then it would be next to worst result. Worst being Ring's chromite not being developed at all.
Rail way is needed, period.
As for road it is the E/W, because it serves all the non chromite needs of miners and the big plus is that it serves also many of the near by communities ( political votes and publicity to which politicians and environmentalists are sensitive).
And the E/W road has got nothing to do with Cliffs progress or not, imo. I do not understand why the government would drag their feed with respect to E/W road if Cliffs is still pursuing transportation for it's chromite. Those politicians need to realize that a road for chromite transport is asking for future trouble.
