Under normal cicumstance there would be a prompt response from the Feds to the Provies.

BUT when one government (Federal) is fiscally prudent and the other spends money like a drunken sailor (Provincial), I for one would think hard and long on giving them anything.

Also one government is Liberal and the other is Conservative.
