“An all-weather road was a logical first step,” Cleveland-based Cliffs’ spokesman Patricia Persico.

With this being said Cliffs was clearly thinking road first and I presume the N/S route being disputed wih KWG.

If talks were leaning toward an E/W route would or why would this not be good for Cliffs?
