It just takes a bit of logic applied on a wider base to know what is really going on.

We understand that these shorter sections of road have been going in, a bit at a time, in order to stay out of public notice. They are likely funded by all the overpayments of federal money that has been siphoned off by the local FN communities which nobody has been able to figure out where it is going. Sometime soon, maybe even this winter,they are going to make one last draw from the feds, maybe under the umbrella of a new housing initiative, and shortly after, announce that they have already built a highway into the ROF, and are prepared to open it to toll service. After that it is full steam ahead, as most of our difficulties have been resolved.
