Why would such a letter strain relations?
Did it point out the disproportional funding from the Feds re Ontario vs other provinces.
I suspect so and the Federal government, namely Harper was annoyed because he is the one to blame.

Not to defend Wynne, but she proposed a sum of which she expects matching funds, so she must be ready to fork over her portion. My assumption of course.
