I think you are too road focused.

As I understand it, the Environmental Assesment is about all aspects of Noront's activities regarding the nickel mine. The biggest issue is whether there is any danger of pollution of local environment from the activities of the mine.

The road is just a side issue for Noront. For the road Noront will be just a minority partner if any. Noront's connection is that we get to use the road once it is built. Here the dust flying off the trucks along the road is the issue.

The road 'viability' is mostly Ontario Ministry of Transportation's problem and of course the native communities along the way.
