I'm not too sure at least in my mind that it will take as long as you think to get approval of the EA. I think that there is a lot of quiet pressure on the Feds to get some good news happening to bury some of the crap they have been covered with for the last while. They need this win to try to be seen as the stimulator of the economy and the driver of the bus to prosperity. I didn't see anything in our EA that raised any real or imagined red flags, and it may be just my wishful thinking, but I see that there will be announcement regarding Fed financial participation very close to rumblings of permitting.
