Request for Expressions of Interest Noront Draft EIS/EA Report Review

Background
Noront Resources Ltd. (Noront) has recently released their Draft Environmental Impact Statement/ Environmental Assessment (EIS/EA) Report for their proposed Eagle’s Nest Project. The proposed Eagle’s Nest Mine would be an underground nickel, copper, platinum and palladium mine, located in the region of Northern Ontario referred to as the Ring of Fire. First Nation communities in the area have multiple concerns regarding the potential environmental impacts of mining developments on the lands and waters in their traditional homelands.

Matawa First Nations Management (MFNM) is a tribal council with nine (9) member First Nation communities in the Northern Ontario. Four Rivers is the environmental services department of MFNM, providing advisory and capacity building services to the nine Matawa member First Nations.

Expressions of Interest
At this time, MFNM is requesting that professional organizations interested and capable of conducting a peer review of Noront’s Draft EIS/EA Report submit an Expression of Interest to MFNM. Expressions of Interest received will be used to identify capable professional organizations for future contracts once funding is secured for the review. Please be advised that a comprehensive Request for Proposal (RFP) call will be made at a later date.

Expectations
Expressions of Interest submissions are expected to include a proposed scope of work, schedule, approximate budget and potential professional team. It is expected that the proposed scope of work is comprehensive in nature, including both technical expertise and advice within the context and perspective of the affected First Nation communities. It is asked that the submission length be kept appropriate to the preliminary nature of this Request, with the understanding that additional information can be included in a formal Proposal at a later date. The following items should be included:

-General Background and Overview of Firm: Brief description of the firm, size/number of employees, history and affiliates. 

-Understanding of the Scope of Work: Describe the firm's understanding of the purpose, objective, and development context of the project as well as a brief discussion of key issues, opportunities, and challenges. Firms should also demonstrate their knowledge of the environmental, mining and First Nations sectors, and experience in communicating complex processes across cultures and in an approachable/appropriate manner.

-Professionals and Local Partners: List several key staff whose experience is appropriate for the assignment and briefly highlight their qualifications.

Since Noront has requested comments on the Draft EIS/EA Report by February 14, 2014, the deadline for submitting Expressions of Interest is January 31, 2014. It is understood that the proposed scope of work and schedule will not fit into the submission deadline currently set by Noront, however interested professional organizations are encouraged to propose an aggressive schedule for their review. It is also understood that all details provided in submitted Expressions of Interest will be reflective of each organization’s proposed scope of work, and thus that all details will be revised as appropriate once a full RFP is released.
