Looking at the chart, one might think it is to be kept at an average of 0.27.

I was especially wondering after we had this peak at 0.42 (a stop at this point was technically plausible) why it had to slump so nonsensically to 0.15 afterwards -- but the chart somehow makes it seem necessary because in this way there's a symmetrical movement around an average of roughly 0.27.

Ok this sounds like conspiracy theory...
