If there is a halt, I would expect more likely to see KWG's. They hold the N/S corridor claims. Hearing of the Government application before the Commissioner's case in which Cliffs attempts to challenge the KWG's surface right is scheduled on this very Monday morning (is there a out-of-court tri-partite settlement?).
