Simple, CCC does not want Cliffs to get their way.
When one level of judgment does not go your way you are entitled to appeal that decision to the next higher level of judgment until you end up at the top most level (Supreme Court), your opportunities are exhausted and that becomes the final decision.

If this issue continues to the end it could take a few years.

Of course the Ontario government could say that they blew it with granting the claims in the first place, but crow is hard to swallow particularly by bureaucrats and politicians.
