What head and shoulders and 50 cents?
Did not the head begin when Noront aquired Cliffs camp?
Did it not end on verdict regarding Land Claim?
If so then it has nothing to do with charting i.e. head and shoulders, but news events. Nor does it indicate a hold.

That 50 cents is just a wait and see until next news event. Very few are selling for lack of patience resulting in slow slide, that is why we have low volume.

SP could go to low 40s and lower on unfavourable news And on the other hand we expect great news in the near future which could propel the sp well above 70 and probably over a buck.
If the news is good enough to push above a buck then it is a good bet that the price will stay above a buck for good.

EA aproval, E/W road financing, Cliffs offering their chromite assets for sale, who knows what else?
