I see it as a decision was made to set aside the previous rejection of Cliffs road easment. It is not necessarily a win for Cliffs but a return to previous situation when Cliffs requested the easement.
Now they say that the Minister of Natural Resources to determine whether to grant the easement or not and it is up to him to decide which is in public interest. ( I suspect this is a politically correct decision with probable consultation with government officials. i.e. passing the buck unto the minister.) This also states that minister is to consult all affected parties and to satisfy all.
The burden of responsibility.
And they affirmed that CCC still has the usual right to appeal the future decision of the minister.
