The ROF , as Cupcake exactly described, will happen shortly, not because of the dithering Ontario liberals, but because of Noront ; FN winter road support, and RCF/BAO bridge financing to guarantee the integrity of the existing FS timeline. Final EA (Ontario parliament) approval in Q1/15 will verify formal project financing of a project that will have already started. The new MOE minister Murray will be the driving EA catalyst and trigger the necessary winter road start work permits, with key FN community support. Action Jackson Wynne will attempt to take credit, and the sheep will believe her until she fails to balance the budget in two years and introduces Huge tax increases and will blame Feds, of course.
