I am guessing that is a misprint.

This entire road project would be probably consist of crews of around 50 people at a time. And that would be if they are able to work on a couple of locations at a time. And why welders to build a road? Other than bridge work?

I would think equipment operators, truck drivers, surveyors, engineers, etc would be the manpower.
