Sum am in agreement with your summary but I also say that the Ring is not and will not be developed all at once. One has to start some where probably in many small and easy steps and only once in a long while will the Ring take a big step forward ( ex. related to chromite ).

I am posting a bit more now due to seeing more of a possible end.

Like building a house, buy a lot ( we have a known resource ), then start a foundation ( we are begining with the transportation and energy) and then the walls ( mines) finally the roof ( associated buildings, i.e. housing). Maybe not in the same order, some overlap is needed.
