Agree with everything you said except that I do not think Noront is the target.

Noront is into nickel ore at this time and chromite is on back shelf until a suitable transportation method arrives for the chromite ore.

The big target imho is Cliffs's chromite in the Ring.

Secondary targets are KWG and other holders of chromite who do not have other metals worth mentioning. By that I mean all that are depending on their fortune from chromite alone.

Those could be easy pickings hence the slamming of chromite.
