Yes, indeed! He wants a broadcast the justification of the upcoming action for the next board meeting. Not only for him, but for all board members. So everyone would be on the same page to go around spreading "the fact": "There is no value whatsoever in this RoF thing. Besides, we (CLF) are writing off the value we paid for, so there would be no future liabilities to us", hence...the decision, after weighing all possibilities, bla bla..."
But, behind closed door Goncalves would tell board members (and this is for internal consumption only) that there is a proposal on the table and he would try to get the best deal possible for CLF even with "giving away the entire chrome assets" for something in return (e.g. NSR). This also would get rid of all the chores of having to maintain the claims and potential headaches involved in potential court activities, if KWG decides to act up.
Goncalves is a seasoned player in this business. He did not shoot himself in the foot in making those statements which are part of the game plan for public consumption.
Besides, the RoF is a small potato compared to Bloom Lake and other assets.
