I wouldn't put too much emphasis on the use of the word "now" by Wynne (or any other person for that matter)

I would read "now" it in the context of "now we are entering the next stage of the process " or "next going to bring..." which is simply a reiteration of what has already been stated and is already well known. I could be wrong, as I am not aware as to how measured Wynne is when she speaks .
