I suggest that she may not have lied but been misinformed by the Feds.

To start, Did Harper go to Toronto about funding the Ring or did Wynne go to Ottawa?.

I suspect what did happen is that she made a request but it was not in the format and to agency that Ottawa wanted. I say that because the Feds are constantly asking for details about how the money will be spent before making a commitment.

Ontario on the other hand is not asking for details just yet and did say that they are willing to fund as much as one billion dollars without Is dotted and Ts crossed. A better response imho, even though we still wait for those results.
