With respect to Permitting and moving ahead with anything at all this winter, what do the current government recesses mean?

I believe that the Ontario Legislature is now in recess until February 17th, and Parliament is in recess until January 26th.

Will either of those two temporary shutdowns have any effect on permits moving forward? I assume that the final approvals would be made by ministers or bureaucrats who are not affected by the recess of the Legislature?

And does anyone have any idea of what the latest possible "go date" could be for permitting, beyond which Noront would effectively have to wait for next winter for significant road work? I'm aware that we're just starting to enter the period for winter work, I believe? I think a lot of the winter roads in northern Ontario have just started their annual build in the past couple of weeks? If final approval for Noront to do some winter work was given on say, December 30th would that be too late to mobilize for this season? What about January 16th? What about February 2nd?
