I agree to the vast majority of what you said MD, especially the following:

AND all the new ones if based on same premise, lol.
YES one blanket and one time agreement or rule.
However I disagree or augment the following:
I am a more or less recent immigrant ( almost 60 years), not having been born here, so do not feel guilt for past misdeeds, just some sympathy.
( A European but was also subjected to prejudice in my childhood in early 60s. Nail that stands out gets hammered.)
Should I be paying for sympathizing, probably not. I say only 'probably' because when I became a citizen I inherited All the assets and problems of the country. Sooo am not totally against paying my share.
What I do not like is for my share to be squandered.
Nation within a nation is not possible and not pallatible, even territories are impractical, would result in too much patch work. Perhaps try counties per Switzerland ( Canton ) ?
Main reason that got me to reply is label of 'First Nations'.
They never were nations nor are. I consider that label almost as inappropriate as 'Indians'.
That is why I use 'natives' or to a lesser and less appropriate imo 'indigenous people'.
I consider them just tribes. And if they want to govern themselves, to some degree, then let them incorporate per towns or counties. Pay taxes to support their governance and that should be the end of justified complaints about the remainder of the country.
We improve by not electing gutless and self serving politicians.
That goes double for leaders of native communities.

A bit off topic, this subject, but we need to understand our Noront situation which apparently is by all means linked to it, imho.
