Do I understand you correctly?:
"My crystal ball says that the Fed would introduce a business plan (a budget in disguise)"
Conservatives introduce this 'business plan' and thus have someting in front of the public for an early Spring election.
I say doable, there may be other possibilities also, who knows?.
