Mark, federal policy regarding oil is not the cause, world oil prices are. Though Feds should not hang their hat mainly on the oil rack.

Low revenues from oil may on the contrary make Feds say 'we have not enough dollars coming in so we can not afford to fund your needs'.

I do not want to be so negative but only to point out alternative points of view.
