Give me a break.
Deloitte was hired 11 months ago and they needed time to make the report. To do that they had to discover and consult. It all takes time between commissioning and tabling. It could have been this long to produce it. I do not
want to make excuses for them but we need to admit that things are not done in a day.

That is an assumption, and I gave a few possible answers. Granted some are a bit far fetched but whan we speculate in the dark we look at all possibilities no matter how preposterous.
