I"m thinking the reason is very few people trust our Governments, nor do they trust each other.

Our provincial politicians want the people they feel will benefits them in control.

Harper not does agree, but he has to make it look good and get involved in one way or another, at least until the election. He needs VOTES.

If something more concrete is not in place before the election, I think all bets are off once again.
