I can not for the life of me believe ( call me naive ) that either government would manipulate to not develop the Ring.

I can believe that Liberals and Conservatives will negate one other's efforts but the Ring is bigger than such punny politics.

I still believe that it has to be some private entity. Native, very possible because some of them are demanding more than is offered, same goes for a fund or a deep pocketed investing firm.

Just my two cents from the peanut gallery.
