I have put another, somewhat different, idea on the site. I tried to keep it more general, so people other than shareholders in ROF companies might vote for it. Also, I only mention rail, which will benefit NOT of course, though the time frame will be longer than with an immediate grant of permits & a start on the road.

I think an actual shovels in the ground commitment to move forward in the ROF will get the Govt to look at the low hanging fruit, and move on the easy stuff, such as NOT's requirements.
