I interpret this as the province is willing to transfer to them a Portion of the Tax Revenue from operations of the Ring of Fire. Quite proper if I may say so.
If my interpretation is so then I suspect that the delay is due to this portion being not enough and they are trying for more, like maybe even part ownership?
Other question is - just who are the natives to benefit from that revenue sharing, Webequie being the nearest of course, but the rest of Mattawa also?
That may be a secondary issue for the impass. Perhaps there is lack of concensus between Mattawa communities as to whom gets how much.
Marten Falls and Neskatanga are next in line but the rest imho should get zilch, except what benefit they get from communication and transportation that may go near them.
I am trying to figure out why it is taking so long to achieve a consensus between natives and governments.
Seems to me a simple and straight forward matter. Only complication is the the dollar amount. ( As if dollars solve everything.) Understandably every one wants the most for themselves, so they must be debating mostly about the dollars.
Now I am speaking only about the Ring and the companies in it. Any issues of education, unfair treatment or lack of health support (as debated in rest of Canada) should be the native responsibility and not the negotiating commitee for the Ring.
Basicly you get the money and do with it what you please, no belly aching. They should be given self government if they wish as per any other community that incorporates. But doing so they are themselves responsible for their communities and it should no longer fly to pass of guilt onto the rest of the country.
Also I do not appreciate such negotiations held behind closed doors. It is a public issue ( not between two private companies) and should be visible all along and finally not having a done deal presented to it, good or bad.
Am I close to what may be? I especially appreciate contrary opinions so may see more clearly.
