The government is moving because the Cliffs factor is going. My conspiracy theory says that a major or majors have spoken to Cliffs already, things are being worked out, and government approval and tax breaks or incentives are being discussed to sweeten the deal, since they know that their entering into the ROF would bring about stability, financial assurance and further derisking; KWG beware. They no doubt are a!so requiring some sort of government help to secure or initiate FN relations as well. Just some thoughts running around in my head......
