Bottles are not the answer. It is a political solution, and brainless at that.

Bottled water down south is approx. 20 times more expensive than tap water. Add transportation costs, then there are empty bottles, Argh. Just consider the cost vs...

The ansewr is simple = Water treatment facility, and it needs to be managed well.
