"The nickel will be mined quickly.THEN WHAT?"

I'd like to add, at least 10 years is not exactly quickly and quite possibly there is enough ore for another 10 years.

But before the nickel ore runs out at Eagle's Nest, that should be enough time for all the parties to the chromite issue to finally Get It Right.
