From above I draw the flip side conclusion that FedNor became aware of suitable proposal only a month before they met with the four communities in Toronto. Before that there were no suitable proposals and he was not 'engaged'.
I also have to assume that the proposal that reached him was by those 4 communities.
So my question is, why did it take these communities so long to make a proposal ( aside from what it actually is).
What ever that proposal is it could not have been made as far back as 5 years ago?
Hard to believe.
No wonder we have been waiting this long and probably will more.
Content that finally there is movement but I on the other hand am not impressed.
