I also think that the study will be done in the summer but note that many hope it is earlier while others say be prepared for the worst therefore it may be autumn.
I think the natives have access to already viable studies such as Noront's and all they need is to add their spin as things suit them. Note that the E/W route avoids locations of 'special' interest to the natives so they may need to augment that avoidance. In that case they could do so in no more than two months.
But that would be a great change from the delays of the last years.
As for the camp one would have to phone the company to get an idea. I think the company expects permits to be issued this summer or autumn at the latest that is why they are starting to prepare. Just looking at the camp photo I see at least 30 buildings and if things were moth balled then repairs need to be made. ( I suspect there is no shortage of rats and mice in the region)
I also suspect that the route from the Noront camp to the road must be already known and that portion will need preparatory work during the spring. I suspect ground preparation for a few kilometers from camp and on your property may not need a permit.
