If I was the government and putting up any money I would need to see a plan.

I would need assurances....

I'd need to see that the junior was paired with deep pockets....AND that there was some supply chain guarantee.

Chromite has long term contracts...you can't just bust in as the new kid and start selling product. You need to get to the folks that have the contracts and sell them the goods.
