My impression is that Gravelle was kind enough to cover for the Indians.
This deadline was insider information and should have stayed that way.
The Indians don't seem to understand this and the legal consequences of revealing this.
In my opinion ....Gravelle is VERY GENEROUSLY covering for them.
For the same reason..... (INSIDER INFORMATION)....Noront was not able to tell the Indians about the Cliffs deal in advance of the public finding out.
