They want control of everything but they don't have the capacity. They need others to give them that capacity. Others already have systems in place to do the required reviews, regulatory checks etc.

This is a redundant civil service, all for transferring it over to FNs based on proximity and ethnicity.

One could apply for jobs in the already existing system, however, again, capacity or rather the proper experience, training and credentials would be needed.

Nope ... people in this country seem to think that an illogical transfer of power and inefficient redundancy is best. Redundant because others will still have to be involved.

This is better understood as FNs wanting to be the bosses while others train the bosses and other priviledged applicants into the system. While others that have been doing those jobs will be slowly phased out along with the trainers.

And in the end that wouldn't be so bad, except for the extortion of it all based on ethnicity. This will also probably just get worse with time.
