Lots of 'rights' seem to appear after the lawyers persuade FNs that they deserve 'it' and then it takes time to figure out what the new reality is. If it was up to me all this stuff would have been settled decades ago so that before we staked a claim you would know what the rules were. I've been involved in this for over 30 years now and its constantly evolving.
