You have it backwards.
What they deserve is not a billion dollars which by the way will be eaten up fairly quickly by the high costs of products and service, which in turn will probably be still inadequate.
What they really deserve is all year roads so that the prices they pay for products and services are more in line with most of Canada.
They also deserve a connection to the electrical power grid. How about communications grid?
Infrastructues serve every body while that billion would go only to the signed up communities.
Granted, all those will cost more than a billion.
However, if they get those they should not need a billion dollars but with those infrastructures in place they will be part of Canada forever instead of some fixed time frame and possibly complain again once the money runs out or is invested badly.
