If in typical community a water line is broken and water streams through the street or an old sewer pipe needs replacing it is the municipal city hall that does the repairs. To do so they collect taxes from every one's property. Having collected such monies, what ever needs looking after through out the year, this money is availabe to do it.
However if simialr problems occur in a northern native community there is no such monies because there is no property tax. The natives are even exempt form sales taxes. So where is the cash to come from to fund construction and then maintenance needs.
The simple assumption is, Federal Government. But natives are saying that they are not paid for 'Their' lands and want compensation at every turn.
So these are conflicting assumptions which both can not be true. Well both are but partly.
So how do they maintain a living?
Not only are they paid support payments but an assumption is made that infrastructure investments are to be provided for their needs.
Granted many of the infrastructure needs are not provided adequately. The justification is their cost, which Canada can not or is unwilling to afford. On the other hand are the natives entitled to a life style at the expense of other Canadians.
I am no expert and only casually glanced at a couple of treaties but my interpretation is that federal government is to support but not all that they need and infrastructures are not included because not obligated.
Some may see it as a black mailing or parasitic relationship.
I would rather see all treaties scrapped. All Canadians are to be equal in all aspects resulting in no special anything.
