The Feds being part of this would only complicate things. FNs would ask for more money, the feds would stand by their stance, otherwise they would have to do the same for all other FNs.

The feds will contribute along the lines that they have said before -- give us a plan and so meaning an agreement with FNs as well, and we will fund you through existing mechanisms.
