Not respond but more properly respond by not objecting. That is what I would do in their place.

Next, the two should reach some kind of cooperative agreement that should the N/S railway get the nod that Noront may pitch in towards it's construction in exchange for privilages in usage.

AND if the two companies were to approach anyone for financing of such then it is easier for two than one alone.
