The answer is, How and Why did they get the tax exemption. What entitled them to such privileged status?

My answer is that status was obtained and financial support from federal government to add, for giving up any claims of ownership AND privileged usage of lands.

Had they not given up then they ran the risk of same treatment as down south, basicly being conquered.

Canadian method is a better way but both sides have to be aware of What and Why, AND live up to those arangements.
