Here are some of the "original" timelines:

Apr.'12 - feasibility study

Dec. 2012 - CEAA

mid 2013 - permitting

May 2 '13 - Standstill with Bao over

Construction - Dec.'13

2016 - Production

So it looks like IF, that's always a big IF, we get CEAA in 2015 that construction would only start the following year i.e. Dec 2016.
