Definitely a qualified person is needed to run the system but also money is needed to afford parts and pay the employee salary.
I have watched recently APTN channel (70 on Rogers or 95 at COGECO) where on Thursdays at 20:30 eastern time, they have a series about communities around the Ring.
Last time it was about Marten Falls. Their problem was not being able to afford a replacement filter for the water treatment. The whole operation was a patch up job.
Even if they had a well qualified person operating the system, most of these communities are wasting and misappropriating money that they receive.
Imagine how it would be if they had to earn all the cash that they need to run their operations.
