Seems to me that the communities are traning for jobs that do not exist and by the time they appear retraining may be necessary.

This series of programs emphisizes training but little about the mines that do not exist and their reasons.
For the mines to exist one needs road and electrical power, and for the road four of those communities have to roll up their sleeves and deliver that road study for which they were paid for.
The commentators of the program say nothing about 4 communities being a delaying factor.
