Yes, this is confusing. But since 'the threat' appeared in a journalist's article, not in a NR by Noront, I speculate that the press article concerns the latest goings-on behind the scenes, and it is a piece of information that reaches us with some delay. It may have already been resolved, behind the scenes, witness Noront's new exploration announcement, and maybe more news is to follow. This would also explain the upmove of the SP. It is implausible that the NR on further exploration as such should have had this effect, because Noront is only doing what they had announced a long time ago.
