If they were to be transparent, however, the first thing they would mention would be their dependence on reaching an interim agreement with Webequie or Marten Falls FNs. In a recent chat with Mr. Webster, it was pretty clear that senior management is at a loss with how to deal with the MOECC's amendments to the EA Terms of Reference, and the requirement for investing in the First Nations relationships beyond NOT's comfort level with their current resources.

The top 5 items on that checklist would be basic communications/consultation agreements with each of the 5 FNs in the ROF. Though the leadership of NOT claims insight into these relationships, no movement over the last few years means no understanding.
